Chapter 53 | Instructions for Malik al-Ashtar upon his appointment as the governor of Egypt
وَتفَقَّدْ أَمْرَ الْخَرَاجِ بِمَا يُصْلِحُ أَهْلَهُ، فَإِنَّ فِي صَلَاحِهِ وَصَلَاحِهِمْ صَلَاحاً لِمَنْ سِوَاهُمْ، وَلَا صَلَاحَ لِمَنْ سِوَاهُمْ إِلَّا بِهِمْ، لِأَنَّ النَّاسَ كُلَّهُمْ عِيَالٌ عَلَى الْخَرَاجِ وَأَهْلِهِ.
(4. The Administration of Revenues) Look after the revenue (kharāj or land tax) affairs in such a way that those engaged in it remain prosperous because in their prosperity lies the prosperity of all others. The others cannot prosper without them, because all people are dependent on revenue and its payers.
