٥٢. وَقَالَ (عليه السلام): أَوْلَى النَّاسِ بِالْعَفْوِ أَقْدَرُهُمْ عَلَى الْعُقُوبَةِ.

52. Amīr al-mu’minīn, peace be upon him, said: The most capable of pardoning is he who is the most powerful to punish.
